Maybe it's a quibble, but as Sen. Hoffman noted during the debate today the version of SB 26 originally passed by the Senate in 2017 also included 25/75. That's still 6 years ago, but not 8, and it's the same approach rewarmed, not anything materially new.
Whoops! I looked up the SB26 from the year before, which appears to be that year's capital budget, and it has just enough jargon-y sounding things that it sounded right.
